He seems to feel emboldened after the quick capture of Nicol\u00e1s Maduro, the strongman who was seized on narco-trafficking charges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re in charge\u201d of Venezuela, Trump claimed, as he described his plans to breathe new life into the Monroe Doctrine, the 1823 foundational statement of U.S. claims over the Western Hemisphere. \u201cThe Monroe Doctrine is a big deal,\u201d said Trump, who keeps a pensive portrait of the fifth U.S. president near his desk in the Oval Office. \u201cBut we\u2019ve superseded it by a lot, a real lot.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He called his update, named after himself, the \u201cDonroe doctrine.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A new doctrine?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump talks in blunt declarations. A more nuanced vision is described on Page 15 of the Trump administration\u2019s two-month-old National Security Strategy, a document that appears to have been written with this moment in American territorial adventurism in mind. The strategy describes the \u201cTrump Corollary\u201d to Monroe\u2019s principle that European powers have no business meddling in the Americas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Trump Corollary asserts an American right to \u201crestore American pre-eminence in the Western Hemisphere,\u201d and to deny \u201cnon-Hemispheric competitors\u201d \u2014 namely, China \u2014 \u201cthe ability to position forces or other threatening capabilities, or to own or control strategically vital assets.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What vital assets? Trump explained Saturday that the U.S. must have access to Venezuela\u2019s oil reserves, the largest in the world. Trump was opening Venezuelan crude only for American companies \u2014 some owned or operated by his supporters. (He said he expected to keep selling crude to China, which takes most of Venezuela\u2019s paltry output.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It falls short of a global strategy; Trump has not said whether, if he claims the Western Hemisphere, China is free to do the same in Asia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The president never discussed restoring democracy in Venezuela as an American objective, even though the country had a decades-long tradition of free elections until Hugo Ch\u00e1vez took power in 1999.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"1024\" src=\"https:\/\/www.opinionpublica.tv\/portada\/wp-content\/uploads\/2026\/01\/A-Trump-Doctrine2-1024x1024.webp\" alt=\"A trump doctrine?2\" class=\"wp-image-75947\" srcset=\"https:\/\/www.opinionpublica.tv\/portada\/wp-content\/uploads\/2026\/01\/A-Trump-Doctrine2-1024x1024.webp 1024w, https:\/\/www.opinionpublica.tv\/portada\/wp-content\/uploads\/2026\/01\/A-Trump-Doctrine2-300x300.webp 300w, https:\/\/www.opinionpublica.tv\/portada\/wp-content\/uploads\/2026\/01\/A-Trump-Doctrine2-150x150.webp 150w, https:\/\/www.opinionpublica.tv\/portada\/wp-content\/uploads\/2026\/01\/A-Trump-Doctrine2-768x768.webp 768w, https:\/\/www.opinionpublica.tv\/portada\/wp-content\/uploads\/2026\/01\/A-Trump-Doctrine2-1536x1536.webp 1536w, https:\/\/www.opinionpublica.tv\/portada\/wp-content\/uploads\/2026\/01\/A-Trump-Doctrine2.webp 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The promotion of democracy gets little attention in the document the White House published in November. (An exiled diplomat, Edmundo Gonz\u00e1lez, is widely considered the winner of the country\u2019s 2024 election. He says he is the legitimate president. Trump hasn\u2019t mentioned him.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A new context<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When Monroe devised his doctrine two centuries ago, the United States was a nation of roughly 10 million people. Its Navy was limited to a few dozen ships, manned by 3,500 or so sailors and 500 officers \u2014 about a fifth the size of the force the Pentagon amassed off Venezuela to oust Maduro.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Latin American countries were shaking off their distant masters, Spain and Portugal. Monroe worried that the European powers would seek to make them colonies again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here is the logic of this past weekend: Trump can claim resources that, in his view, America cannot live without. He is already setting up a parallel argument for Greenland, which may have substantial rare-earth minerals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need Greenland from the standpoint of national security,\u2019\u2019 he told reporters on Air Force One last night. \u201cGreenland is covered with Russian and Chinese ships all over the place.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At what cost? It will be expensive to restore Venezuela\u2019s oil system. \u201cThe infrastructure is rotten, rusty,\u201d Trump said yesterday. But the immediate price tags may not matter to him.
